The main plot here is that some demons are taking advantage of the destruction in Iraq, and are gleefully turning it into Pandemonium, hoovering up souls as they go. Interesting to read that next to The Fixer, where the escalating death and destruction - and those taking advantage of it - are based in the mortal plane. Not that Delano is excusing humanity for its atrocities, or blaming the supernatural - he's too angry and misanthropic for that.
