Looking for what is probably a Harlequin Regency paperback I read in the very late 90's or, more probably, early 2000's. It was second hand but not very dated at the time. So probably published somewhere there too.

Synopsis
It stars the shy governess sister (possibly twin) of a notorious courtesan. The courtesan inherits a house with a stipulation that she must take possession of it in a certain time frame.
No can do, the courtesan has promised to travel with someone. But hey! sister can do it, as long as she pretends to be the courtesan.
Shy sister is the teacher/governess of a small girls school. She reluctantly agrees after some emotional blackmail. She takes possession of the house.
Of course, there is a lord next door who knows or knows of courtesan sister. He is very peeved that she has moved in. But feelings! soon erupts.

It's a bit silly to say; the cover was blue. And on the front a blond woman in regency gown is splayed, either on a fainting couch or window seat (it features in the book - the dress slips from her shoulder during a nap. Of course the lord barges in then).
The shy protagonist might be named Susannah?
It's set in regency Britain, or there abouts. I have a vague feeling I was annoyed at the cover because the woman's dress didn't match the time period.

I hope this is enough detail someone will quickly recognise it :)
I'm making a bibliographical timeline of books that have stuck with me, due Friday May 24th.

edit: forgot to say, I read this book in Swedish so it is possible it is from slightly earlier. It's most certainly a translation.
