YA Fantasy young girl harelip boy

Read this 10 years ago ish. Young girl, sister is a witch, takes place in Scotland I believe. Her sister cures her toothache with a clove in the beginning of the novel. Girl is betrothed to a young boy with a harelip, she is the only one who can understand what he says. I think her father builds ships. In the beginning of the book it mentions that they only bathe twice a year. Her sister moves to a city and becomes a lady's maid. She is put on trial for witchcraft. I would love to read this again but I can't remember any names... Any ideas?

I haven't actually read it (yet!) but I think this is Quest for a Maid?
