Found: Fiction- Town full of criminals with no memory of their crime

Pretty sure this book came out 5 or 6 years ago. It's a fiction titled "The" one word something. I could have sworn is was "The Barrens" or "The Barracks" or something like that but can't find it.

The town is full of vicious criminals who had their memories erased. The sheriff discovers this but then also realizes that he is a bad guy/criminal as well???

Can anyone help?

I'm afraid I don't know the name of the book, but it sounds interesting, so if anyone else knows what it is, I'd like to take a closer look. :-)
