I think he was a conduit and not the recipient. Trade at the docks gave him the cover to move the money to its final destination

I agree he was a conduit of the British Treasury sending the gold to the Swedish Embassy.

Too much gold for an individual - had to be a payment to his country. Not particularly good security for it though, could have been knocked off at any time...
