Seems everyone thought that when he and Kat didn't get married and Kat married the guy she's with now...that Sebastian would never marry anyone. Everyone in Sebastian's social circle knew that he and Hero were friendly enemies so it was probably a shock. Hero had also made it well know that she never indented to marry anyone.

I think he expected that when Sebastian eventually married it would be to an obedient and beautiful member of the aristocracy. Merging two powerful enemies together, etc. Marrying the oddball daughter of his nemesis would be shocking.

I think he knew Sebastian and Hero’s father Lord Jarvis were enemies so it would be surprising.

Hero had gone to the Archbishop initially when she found out she was pregnant so that she could explore the possibility of sending her child to a family in the country so the Archbishop knew she was "in trouble". I think he was more surprised that it was Devlin that did it than that they were getting married..lol
