Having just finished rereading Uller Uprising I realized that the story raises serious questions throughout, questions Piper leaves unanswered.

Who gave the Terrans the right to interfere with the development of Ulleran civilization?

Who gave humans the right to exploit the resources of Uller? The socio-political situation among the natives is such that none of the Ulleran kings has the power to make any deals with the Uller Company regarding the mining of resources at the poles.

Who gave them the right to determine what socio-political society to support, mentor and teach, while looking down on the rest of the Ulleran societies?

Who gave the Terrans the right to wage genocide on one of the socio-political societies?

I must admit that I am puzzled by your post. Why did you post this and for what purpose?
You are aware that the book is a work of fiction and is not going to give you any answers.

As for the unanswered questions, it is quite possible that more stories were intended at the time of writing. We will never know what he intended.
I for one do not try to read more into a story than is already there. Nor do I try to compare science fiction to the real world.

I'm not criticizing you, your questions simply make no sense to me in this context.

Yes, I am aware that Uller Uprising is a work of fiction. I am interested in what other members of this group think and I posted my questions in an effort to start a discussion about the story and Piper’s Terro-Human Future History.

Piper wrote a number of TFH stories and some of them hint at what Piper may have intended. In Little Fuzzy, for example, it is made clear sapient life determines the type of charter that the Terran Federation grants for the exploitation of a planet. Yet no mention is made of this in Uller Uprising.

I have read and enjoyed Uller Uprising numerous times without reading anything into it. However, in thinking about it to start a discussion thread here I came up with the questions. It was my hope that other members would offer their answers and opinions to they questions.
