I think this was a somewhat predictable book without any surprising insights. If some policy analysts are still naive enough to believe that they exercise objective judgment, they might need to be corrected by this book. But it seemed like an obvious point to me, and although he discusses several aspects of policy theory, the author couldn't really carry his analysis much beyond that first conclusion.
