ABSTRACT:
This report presents the results of an on-site reliability, availability, and maintainability (RAM) audit of the Houston Lighting and Power T. H. Wharton Plant, Units 3 and 4. Outage reports from January 1978 through October 1982 were analyzed. Overhaul activities on three combustion turbines were observed, and plant personnel were informally interviewed.

The objectives of the audit were as follows:
• Observe overhaul activities to identify RAM characteristics of plant equipments, including service lives
• Review plant records to determine root causes of unavailability
• Investigate relationships between operation/maintenance practices and RAM characteristics

The project established a framework for performance of RAM audits.

ABSTRACT:
This report describes the development of a data base for analyzing root causes of failures to equipment used mostly in combined-cycle power plant installations. Microcomputers and commercial data management software were used to develop a data base exchange network that provides rapid data processing and feedback to project participants. Every month, twelve utilities provided plant maintenance records, principally work orders, for processing into raw data files. Data encompassed planned outages, unplanned outages, and noncurtailing maintenance activity. ABSTRACT:
This report presents the results of reliability and availability assessments performed with the cooperation of seven utilities operating combined-cycle power plants in service since 1974 to evaluate:

• Combined-cycle unit equivalent availability and equivalent forced outage rates
• System and component mean time between failures (MTBF) and
mean downtime (MDT)
• Gas turbine reliability correlations with service hours, starting frequency, fuel type, and service factor

A data base was developed for 45 plant components or systems for the period 1978 through 1980; this led to recommendations for improving outage data collection for the purpose of reliability analyses. In addition reliability, availability, and maintainability prediction models for several commercial combined-cycle plant designs were developed and validated.

ABSTRACT:
This guide is a supplement to EPRI Report AP-1610, A Guide for the Assessment of the Reliability of Gasification-Combined-Cycle Power Plants (1). These guides can be used together for predicting the reliability and availability of coal gasification-combined-cycle (GCC) electric power generation units, as well as other electric power generation unit types. The methodology presented herein is an expansion of the reliability assessment methodology presented in EPRI Report AP-1610. It yields a prediction of plant effectiveness, a measure that can be directly relate to availability, equivalent availability, forced-outage rate, and other performance measures.

This guide presents a seven-step availability assessment methodology that uses the concepts of unit states and state capabilities (the power output capability associated with each state) to produce predictions of a unit's effectiveness, availability, equivalent availability, critical components, and other measures of interest.
