The small town of Weldonville is awarded a large prison as a source of employment for its residents. One evening, twelve prisoners stage an uprising which included murdering all the prison staff, attacking the town raping wives, and murdering family members and any town leaders they could find. For two years the town waited for federal authorities to catch the men and bring them to justice without success.

Leah Hawkins, a local police officer, goes on the hunt for the killers with the intention of murdering them. The focus of the novel is her quest to do just that. Her methods of finding them when the FBI could not is intriguing and full of daring action by a strong female character. ( )

After two years all efforts by the police and FBI have been in vain. The mayor and city council meet and place Leah Hawkins on sabbatical so that she can track the 12 down.
A few informational tangents distract from the effect. Interesting premise. ( )

2.5 stars, rounded up. Twelve prison inmates break out of a federal prison, killing all of the guards and decimating the local small city, Weldonville, to hinder their capture: fires, killings, rapes, etc. Two years later, the city is dying, none of the twelve have been captured so the city council hires a local police officer (Leah Hawkins) to hunt down and dispatch the planners into their next life. The hunt is interesting, but readers have no idea where Leah developed her mercenary skills, which frankly seemed incongruent with her persona. More foundation was needed, and the last chapter was awful and completely gratuitous. ( )

** spoiler alert ** One of the great things about Perry is that he doesn't feel the need to temper his protagonists' devilish deeds with morally based mitigations, like some films and books do. For example, in many stories, the hero is not allowed to kill the bad guy before the bad guy threatens the hero's life, thereby preserving the hero's moral superiority. Perry has no such imperative. Leah Hawkins knows from the outset that she is going to commit murder, and she's fine with that. And, devilishly, the reader is all in. It's a fun ride. I have one major implausibility problem, however: her bosses and the town bigshots know exactly what she is planning, and not only do they look the other way, but they enable her with the money the feds have given the town and employ a "don't ask don't tell" policy about how she reaches her goals. They're on board with the cold blooded murders but don't want to know the details. Otherwise, a fun ride. ( )
