It was difficult to follow the characters who was on what side. Too many people and countries fighting over the found paperwork. This book offers an interesting dilemma. What if there were some problems with the 16th Amendment? However, I felt that the story was pretty slow compared to previous books I've read in this series. I even liked the side story with Stephanie Nelle better than the story with Cotton Malone. I just found the Big Bad Guy, the North Korean dude to be a pretty boring nemesis. And Cotton's hunt for him and his daughter didn't rock my boat. I do love adventures thrillers with clues to be solved and that part of the book did I enjoy. I just hope that the next book will be better... I listened to the unabridged version of this book and at the end of many chapters the author pops up and tells you things about that chapter. He was on a train in England and got the idea. This person won a charity auction and got her name in the book. This was not helpful.
