The series of high profile deathsof children over the last 30 years influenced the development of the Children Act 1989. But the death of Victoria Climbiâ led to an investigation into the statutory framework for child protection. This document sets out the Government's response to that investigation - Lord Laming's report - and the reports from eight inspectorates, which had highlighted problems with the current system.
