The content notes should probably mention that herbs and spices, as they relate to food and cooking, should be included. So, the book Salt should go in food history. Books on growing herbs though should go in gardening.

I think we need a separate section for cookbooks where the appliance is the unifying factor (e.g. cookbooks using the slow cooker, microwave, food processor, etc.). Also a section for cookbooks by nationality.

Does nutrition fit in here or is that part of health or medicine?

I agree with you on an appliance delimiter for food books.
Some books on nutrition are so filled with recipes that the information on real health seems almost subsidiary. These books (my wife gets books like this all the time) should be in this category. Obviously some of these books are on the cusp.

We have cookbooks at work that are aimed at people with various health problems (diabetes, heart problems, celiac) that are in R (LC's medicine section) with the nutrition stuff and all the other cookbooks are in TX (technology - food). Is this a reasonable division? Is it something we want the OSC to continue? I think it does users a disservice - more logical to have a "cooking for people with health issues" section in this category.

Maybe "Medical Diet" Cookbooks - on par with Diet Cookbooks and Ethnic Cookbooks. I think all the cookbooks should be relatively near each other regardless of the sub-aim of the cookbook.

A couple of categories that are probably needed:

Food & cooking essays
Entertaining (this possibly could go under House and Home instead, but these books tend to be very food related)
