Includes works on libraries and archives. Also includes works of general knowledge such as encyclopedia, almanacs, or dictionaries. Encyclopedia, almanacs, or dictionaries on a specific topic should be placed with that topic.

Are dictionaries really a good fit here? I would think it would make more sense to shelve them in LANGUAGE & LINGUISTICS.

I would put dictionaries with language.

I think the group discussing essays were uncomfortable with putting broad non-fiction essay here (and I realize that no one had recommended doing it here).

For me, there are key reference books, that I want to be shelved in a quickly accessible area, and not in a subject area. But, I think these would be better handled by the Upcoming collections effort.
For me this includes a couple of almanacs, a couple of dictionaries, an atlas, a prayer book, a hymnal, et al.

Collections are an LT feature and really has nothing to do with OSC which will be a new classification system for libraries to use.

I think a reference section within a library would be a good use of optional facets.

Assuming you mean those books that the library won't let you remove from the premises, I agree. When I first saw the mention of the facets, I immediately thought of marking for sections like "reference" and "large print".

Our local library recently (within the past week or two) intershelved most of the Reference section into the main Non-fiction stacks. They believe it will enhance browsability and increase the use of the reference books. They might be right -- my OH didn't even notice the reference section until about 2 months ago (and we've been going to that library at least once a week for the past 2 years).

So I guess that's another vote in support of the optional facet idea.
