The Wall Street Journal edition today (April 23-24, 2022) features a favorable review by Brendan Simms of Victory at Sea by Paul Kennedy.
Paul Kennedy is a well-regarded author and historian and is probably best known as the author of The Rise and Fall of Great Powers.
I have not yet obtained a copy of the book for my own review, but it appears to be a worthy title for reading.

Author Ian Toll recently published a critical review of Paul Kennedy's recent book, Victory at Sea.
" ... Taken as a whole, however, “Victory at Sea” does not meet the high standard of scholarship sustained in Kennedy’s previous works. To be blunt, the book is poorly sourced and blemished by many errors. There are no fewer than 80 Wikipedia citations in the endnotes but insufficient reliance on the most important historical scholarship of the past 20 years..."
