The book was an anthology of comic strips (that were originally published in the newspaper I believe) that followed the story of this young girl (somewhere between the ages of 8-14) who is/believes she is a witch. I read them in the early 2010s, but they might have been much older.

The girl tries to be more "witchy" and gets a black cat that features in many of the comics and, after failing to acquire a broom, uses a vacuum cleaner to try and fly. The vacuum was a traditional Hoover (aka the vacuums with a large bag to hold the dust), and I remember there being jokes about the girl trying to use the bag as a cushion and accidently popping all the dust out.

The illustrations were simple and had a black/white/gray/green color scheme. The girl herself had pale skin and black hair that was usually in two buns on the top of her head.

They were almost definitely not associated with Wendy the Good Witch, Sabrina the Teenage Witch, or Little Witch Academia.
