Fantasy book (1990s or before) with dragons that rule cities

I kindly remember reading one of my dad's fantasy novels in the 1990s that had cities ruled by intelligent, generally evil dragons. It may have been a short series of books. The humans were ruled by the dragons, and the book(s) involved certain humans fighting back. There may have been an enchantress. I remember the cover of one of the books having a woman in green on it. In the book, different dragons had different powers and I remember the gold dragons having psionic powers and being the strongest.

Whenever I try to do a google search, I end up with books from 2000 and onwards that aren't what I remember.

If anyone has any ideas, I would greatly appreciate it.

Could it be Dragonflight by Anne McCaffrey? It doesn't fully match your description (humans aren't ruled by dragons), but there are several colors of dragons, with gold being the strongest. It's part of a much larger series.

It’s definitely not Dragonflight or any of the Pern books by Anne McCaffrey. The dragons don’t rule the cities and are not evil.

Maybe the Obsidian Chronicles by Lawrence Watt-Evans? The first book in the series is Dragon Weather written in 1999.

Unfortunately, it is neither of those, but I do appreciate the help. I have a memory of one of the books having an enchantress on the cover in a green dress and there was also a dragon on the cover with her. I'm sure the book doesn't measure up to when I read it as a teen, but I have fond memories of it and I'm revisiting books I read a while ago.
