Mom/daughter opening inn @ uncle's Louisiana plantation, early 2000s era romantic mystery

This was a fiction book that I believe was written somewhere around 2000. It is a romantic mystery in the style of Julie Garwood, Karen Robards, Lisa Jackson, etc but I don't think any of them wrote this one. Set in modern day. It was written by a woman. Modern day with no sci-fi or fantasy elements.

The main character was in her late 20s/early 30s. Her and her mom had just moved to the deceased uncle's plantation and were planning on turning it into an inn/B&B. They had expected the uncle to have left money in the inheritance but there wasn't any so they were struggling to get the house ready/updated. The neighbors were stuck up and did not want an inn next door. Something bad apparently happens on the plantation (can't remember what) because I'm pretty sure the love interest for the main character is a cop. I believe someone is trying to buy the house/sabotage the inn..maybe a sleazy neighbor?

Completely random but not really important piece of the book I still remember:
The mom served hot tea and the snooty neighbor made a comment bc it was summer in Louisiana and she said if you drank it when it was hot the hot tea brought your temperature closer to the outside temperature so you didn't feel as hot.
