YA(?) fiction - novel involving a house fire

This is a book I read in the mid-90s; it wouldn't have been any newer, I think, than early 90s. I received it from a library collection that had been culled, as I was being homeschooled at the time and we attended a lot of book sales.
It's a horror book. I can quite vividly see the cover in my mind. It was predominantly dark brown and black, and had a frightened young girl standing at a window, her hands raised and pressed against the window, while flames billowed behind her. She may have had blonde hair, curled up at the ends as if it had been set in curlers, and I think she was wearing a blue shirt or dress. The art style was very reminiscent of the old choose your own adventure books, and I did think it might be one but the cover design itself is all wrong - there was no frame round the art, nor a white border round the edges of the cover itself. The title, I want to say, was in a pink font, and it likely had "fire" in it - as the second or third word? I don't exactly remember how many words were in the title, but I think it's two or three. I also want to say that the room she was in was on the upper level of the house, perhaps in the attic, but it's been so long I simply can't remember for sure.
It may or may not be part of a series - I believe it was - I just know for sure it's not Fear Street or Point Horror (barring some sort of very different cover design for those series) and it's not a short story, it's indeed a full length novel. I'm also pretty sure it's not "The Fire" by Caroline B. Cooney, the plot synopses I've read of that novel don't fit at all. There were multiple children involved, though...

When the Wind Blows by John Saul? I haven't read it, but one cover has a blonde girl in blue.

bookel - I don't believe it's R.L. Stine - it could well be a series of his I've not managed to come across, might you have any suggestions? I'll also try that search, since I'm fairly sure I know from generally whence it came!

Back From the Dead and Witch's Fire, no, but Revenge of the Dolls looks promising actually...neither the cover nor the title trip any real memories but plot synopsis seems oddly familiar somehow. I'll see if my library's got this one so I can give it a read!

Thank you so much for pointing me there - I borrowed it and had a look, and I have read that before but that isn't it. The book I'm thinking of definitely involved a house fire and I believe the children weren't able to escape the fire. I also did some more thinking and perhaps there was a phone call involved, or a ringing phone...
Reading that one again definitely brought back some memories though!

It's definitely not either of those first two and doesn't seem to be a Trixie Belden book...I'm beginning to think this is a bit of an impossible request since I just cannot remember enough. I'm certain the house fire was not the root cause of the story though; the fire happens fairly late in the story and I'm not sure the children escape it. It's really quite a depressing story from what I do remember!
