Cannot add "warning/disambiguation" to proposed tag combinations

1. The "pencil" button does nothing. (MacOS Sierra 10.12.6, using either Firefox 92 or Safari 12.1.2)

2. If I double click the box, it opens, and I can add text, BUT

3. In Safari, there's no "cancel/save" option. If I refresh the page, the box fills with "This is a general description. It is not a review.SaveCancel".

4. In Firefox, I see "History/Cancel/Save", but I can't save. As with Safari, if I refresh, I see "This is a general description. It is not a review.SaveCancel".
