2) Obviously, you have figured out how to start a new topic.
1) To post a review you first have to enter the book. You know how to do that. Your review is part of your entry. You can enter it using Edit book. Or you can chose Reviews from the left hand column on any work page.

I should have added that 'your' topic can have messages added by any member.
There are many Challenge groups if you want to have a topic for keeping track of your reading. They vary according to how much you want to challenge yourself.
