Help! Name that book!

My grandmother is looking for a book. She has given me very little to go on! She has given me a small idea of what it is about. She says it's about a female that finds a note on a desk/table asking her to meet someone for lunch. She decides to go and has some small conversation with a man. The man then reveals that he is God. The cover of the book shows a female and male on the front. Kind of light and hazy looking. Female is slightly more forward than the male. Neither are looking at each other. I know this is a long shot, but thought I'd ask!

I'm looking for a book published in late 90's to early 2000's about a girl who killed her sister in a fire, no one knew that it was her. They move and her sister ends up haunting the attic. The title has in the attic in it. I never finished it but I do know there were problems with her dad. I know in the book she gets in trouble and has to put her toys away and she dropkicks them into her closet.
