A startling depiction of the Last Supper featuring a Black Jesus has gone on display in an English cathedral...

This isn't new. There are frescoes on the walls and ceilings of churches in Ethiopia, dating back to the 11th Century, that depict Jesus, the Apostles, saints and even angels as black.
Each society makes Jesus look like themselves, to make Him more relatable. That's why the Jesus depicted in European paintings is light-skinned, sometimes even blond. Of course, he probably didn't look like that at all.

Indeed, yes, there is a long tradition of depictions of an African Jesus, as you say, although wouldn't say it is only to make him more relatable. The theology of incarnation and inculturation plays an important part.
