>14 katemcangus: I don't know about these specific cases, but what usually happens is that you get a note in your mail that tells you that there is a package waiting for you with postage due, and how much it is. You have the option of paying the postage and getting the package or refusing delivery.

When it's happened to me its only been a few cents because someone overstuffed a manila envelope, but with a book I suppose it could be real money.
