Did you suspect the magistrate following what the Prime Minister said?

I thought he was dirty and was guilty of a cover-up but I didn't suspect him of participating in the initial killing nor did I think he was what Rose was running from.

No. The magistrate is violent towards the prostitutes he uses, he is not involved in the killings.

He wasn't involved in the killing but he is indeed the very definition of "scum". As >3 Olivermagnus: said...he would have been way too obvious to have been the killer.
