I'm not sure. I'd like to think that he wasn't the one that sent the men to kill her so that doesn't leave me with a reason for his denial. However, if he is responsible for sending the men, then I'd suspect that Rose/Rachel found out something that she shouldn't and he's trying to silence her - I don't think he'd send hitmen just because she'd become a prostitute

I don't think that Fairchild is responsible for sending the men but I do think he knows who is. If it's anyone I would say it's her brother.

I think Fairchild is either embarrassed for his family and their status that his daughter ran off or he is trying to cover up something that his daughter learned.

I think it was just out of embarrassment, he probably knew where his daughter had ended up.
