Any ideas who set Dark Coat on Sebastian?

I initially thought this was Jarvis' guy but it appears to be someone in the employ of the men who were tracking down Rose. They probably want to know how much he knows

I don't think it was Jarvis but it was certainly someone in authority. Maybe the Magistrate that sees no reason to investigate. It could have also been Rose's fiance or her brother.

Dark Coat probably is connected with the killer of Rose and wants to keep Sebastian from finding things out.
