A novel about a female heroine living in a futuristic, dystopian world were individuality is banished is kidnapped by the government to learn that she is one part of an ancient race only conceived every 100 years. There are two types of this race-- some who are telekinetic and some who can read minds and see peoples emotions. The heroine ends up breaking every rule in a code that the civilians follow like a Bible and consequently becomes the unwilling face of the fight for individuality and creativity. She soon learns the governments terrible plan of action that involves an entire army of Centennials.

Sounds a lot like the Divergent series?

As a lover of science fiction it sounds interesting, but would need cleaning up. The idea presented here is a little messy. I suggest leaving the distinction between two types of people in that mental-race aside. Just have it be a race of people with mental powers, whether telekinetic, telepathic, empathic, or even precognitive. As for the moral codes of the society, I suggest having it be not "like the bible", but rather a dystopia future where the bible has become the society's laws. Also, I'd say that if these mental-powers people are rare it's best not to specify something so odd as every 100 years. It would be better still, if the mental-race are more of a genetically enhanced group.
