US public libraries operate seed libraries. A seed library will loan you seeds, which you plant, harvest, and then save some seed, and finally return that new seed to the seed library, all for free.

A Northern California seed exchange starts up. They are part of the Transition Network. There is also mention of grassroots campaigning against government efforts to penalize seed saving groups, and local lobbying against such potential government regulations:
