Children's book with phrase "Millicent said nothing at all"

My 20-something nephew remembers a favorite children's book about a toddler/baby named Millicent who "said nothing at all" in a variety of humorous circumstances, but then said "Bow-wow" or something like that and scared away a burglar. We can't remember the title or author. If it was new when he was young it would date from the 1980s. Thank you for any help.

I did some poking around Novelist for this, but couldn't find anything. Tried Millie, Milicent, and Millicent, but no luck. Does he remember any other details that might help the more expert finders out there?

Thank you for trying. The phrase might be, "But Millicent did not say anything." It may be English. He remembers an illustration of the father in the story wearing wingtip shoes.

Is there any chance you're remembering the name of the character wrong? The phrase is pretty hard to search for.

The nephew has a sharp memory but it's possible. He says it was large format book. He adds that another character was a watch dog. Eventually the baby imitates the dog, “Millicent said Bow-Wow."

There's hardly any text in the Carl books. I don't recall that incident in it.

Perhaps Nothing at All? I haven't read it, I just tried to google those terms and that was the closest I could find. But it's about a scarecrow not a baby.

Hope! I have hope now!

My entire life, my mom and grandparents would say “but Millicent didn’t say anything.” Apparently, this was my moms favorite book as a child. I have searched high and low and this is the first time I’ve ever came across anyone who has ever even heard of it! Let’s keeping looking! I REALLY want to find this book for her!

But I can't find anything about Millicent. A few sites mention that the dog doesn't bark.

I think it might actually be Wilmer the Watchdog. This Etsy listing (the shop is on break but click "Preview Item Details" to see more) has a few pages in the images, and they include the lines "Millicent did not say anything" and "Millicent said Bow-Wow".

Wilmer the watchdog by Lael Littke for the link. Good to see it is solved. I thought of your post while browsing Scholastic books and came across a Millicent book, Millicent the monster http://bookscans.com/Publishers/scholastic/images/ScholasticTJ3221.jpg (in case anyone else is searching for a Millicent book).
