The statues that people see everywhere are more than just artworks. They are really mermaids' city apartments. The mermaids only have to touch dry land to make her tail turn into legs. The mermaid picks an artist, pays in sea treasure and goes back into the sea and waits for her artist to finish her apartment and drop a key with her name on it.
