From Mugabe's Zimbabwe to conflict in the Horn, Africa has moved off the back burner of U.S. foreign policy. In 2006 the Council on Foreign Relations published a Task Force report that, according to the U.S. Department of State, "raised the profile of Africa among policymakers."
